Bio
Dr. Susan Jenkins has over 25 years of experience in public program evaluation, evidence-based policymaking, and data governance as both a contractor and civil servant. She most recently held the positions of Chief Evaluation Officer and Director of the Division of Evidence, Evaluation and Data Policy at the U.S. Department of Health and Human Services (HHS), where she led enterprise-wide evaluation strategies, learning agendas, and research portfolios. As Director of the Office of Performance and Evaluation at the U.S. Administration for Community Living (ACL), she served as the agency’s Evaluation Officer, Chief Data Officer, and Performance Officer, spearheading improvements to ACL’s compliance with legislative requirements and advancing statistical methodologies to streamline performance measurement and budget formulation. She also served as a Senior Evidence Advisor to the U.S. Office of Management and Budget, was a member of the Federal Evaluation Officer Council, and the steering committee of the Federal Interagency Council for Evaluation Policy.  Earlier in her career, she led research studies and strategic planning initiatives for the U.S. Peace Corps. As a contractor, she directed evaluation management contracts and served as a senior technical advisor to the U.S. Department of Justice and the Office of National Drug Control Policy.

She was featured on the GovInnovator Podcast for her contributions to data-driven innovation and leadership. In 2023, she was recognized by the Data Foundation as the Federal Evaluation Officer of the Year for her work directing the operationalization of an agency-wide evaluation policy, embedding rigor, transparency, and integrity into all evaluation activities.
